If the subject meets the eligibility requirements covered on the previous slide, the Industry SMO will submit a Customer Service Request, or CSR, in DISS. The CSR is sent to the VRO. If the request is accepted, a newly established SCI sponsorship relationship is created for the Subject. If rejected, an SCI sponsorship relationship is not created for the Subject. In either case, the requesting Industry SMO will be notified in DISS. ​

Once accepted, the VRO transfers the CSR to the Consolidated Adjudications Facility, or CAF, for adjudicative determination.​

NOTE: an SCI SMO is not required to take a relationship with the Subject’s record for the DoD CAF to adjudicate for TS/SCI eligibility. Also, you are NOT required to submit a DISS CSR if the Subject currently possesses a TS/SCI eligibility and has been submitted for a periodic reinvestigation, or PR. The CAF will adjudicate the PR to the current eligibility level in the DoD System of Record.​
